Inspectors noted the outdoor provision was "poor" and more "inspirational teaching" was needed.
Vilma Orchard, the new interim headteacher brought in to help turn the school around, said: "Part of our action plan to develop Hibaldstow is to develop the outdoor learning provision for our youngest children in the foundation stage."
Mrs Orchard called in gardening expert John Cavill to design the garden, which will include an area to grow crops.
Mrs Orchard said: "I know how quickly outdoor classrooms can transform the quality of teaching and learning.
"It will be developmental and inspirational for the children."
Educational links to Africa will also be included in the school's curriculum.
Mrs Orchard said: "Another part of our plan for Hibaldstow is to provide opportunities for children to diversify both in the community and globally.
"Obviously, the development of the African-themed garden and the links to the Send A Cow charity will again raise aspirations."
