Failing to clear up dog mess costs Brigg man £515
Michael Morgan (57), of Western Avenue in Brigg was fined £250, ordered to pay £250 costs and a £15 victim surcharge after failing to comply with an Abatement Notice, North Lincolnshire Council says.
The local authority served a notice on April 4, 2012 after complaints were made about the accumulation of dog faeces and urine on his premises.

The notice required Morgan to remove the nuisance. However, he failed to abide by this without reasonable excuse, the council says.
Consequently, court proceedings were instigated and he was found guilty in his own absence.

A North Lincolnshire Council spokesperson said after the case: “We will not tolerate people causing nuisances that affect local communities.
"Thankfully, the vast majority in our communities behave responsibly in cleaning up after their animals. We will not sit back and allow the minority to blight communities in this way.
"If a problem has been raised about noise, smell or waste caused by keeping animals we will always investigate the issue.
“Ideally we would prefer to deal with issues out of court, but for some cases we don’t have an option."

“I am sick and tired of all the dog **** round where I live. You have to basically slalom around the paths. I pick my dogs dooings up everytime, why can't everyone do it. So this guy getting fined is OK by me. Hopefully others will take notice. Oh hang on, I live in Scunny where the average IQ is lower than the Job Seekers Allowance so it'll never happen.”

“So, if he didn't clean the mess up, who did? It probably cost in excess of £515 for a council employee or whoever to decontaminate this garden. Perhaps he should have been given x amount hours of unpaid work, which included picking up dog excrement in the parks and other public places.”
