The next incident happened in the same location, a passageway between Ajax Court and Phoenix Parkway at around 5am on Thursday, February 28.
A 21 year old woman was walking alone when she was approached by a man, who was not known to her.
The man approached the woman and is alleged to have pushed her against a fence when she noticed that he was indecently exposing himself.
The woman ran away from the man and he walked off in the opposite direction.
DC April Cook of Humberside Police said: "I would like to reassure people in the local area that the women were not injured during these incidents and officers have conducted localised patrols in an attempt to locate the man.
"Our current enquiries indicate, that due to the nature of both incidents, it is potentially the same man who is responsible for both offences. I am hoping that anyone who can help police identify him will come forward and provide us with the information we need to locate him.
"Incidents such as this are very uncommon in this area and I want to reassure people that local neighbourhood officers have provided extra patrols and police are doing all they can to locate this man and bring him to justice."
Anyone with information is asked to call Humberside Police tel 101 quoting log 58 of 26 Feb 2012.
