THE Government announced a number of changes to the planning system that are intended to stimulate growth within the construction industry.

In addition to financial support for the private rented sector and affordable housing schemes, a number of changes to legislation are proposed, including: Proposals to allow landowners and developers to submit planning applications directly to the Planning Inspectorate if the local authority has a track record of poor performance in the speed or quality of their planning decisions. A new fast-track planning appeal procedure for small commercial appeals. Consultation to allow extensions to homes and business premises for a three-year period without the need to obtain planning permission.

Precise details of the majority of these measures have not yet been presented by the Government, and any regulations will undoubtedly contain conditions, which have not yet been made clear.

The reality is that further information is required for all elements of these changes before the full impact can be assessed.
