Sukhvinder Majara, owner of Gresham Lodge, wishes to extend the main residential property at 255 Ashby Road, and change the neighbouring one.
Mr Majara said "We are still going to be housing no more than 19 residents, but we will offer them a superior standard of environment.
"We will be more focused on dementia care, which is our main focus of care."
The bungalow at 257 Ashby Road would be converted from a domestic dwelling into offices under the submitted plans.
The bungalow was previously rented out to a family, however is now vacant. Under the plans the bungalow would be used by staff for admin and office use.
Outbuildings housing a laundry room and garage would be demolished.
Under the plans, there would be two new bedrooms in the care home, with improvements made to the living accommodation and facilities.
Mr Majara said "We will provide 3 new jobs, which will benefit the local area. In related ways, we will be able to offer more business for other local suppliers."
The application states that the changes are necessary to refurbish the ageing building and to ensure the care home remains competitive.
To do this all the bedrooms will be upgraded, and each one will have an en-suite. The changes would also see a new passenger lift.
The proposed single storey extension to the care home would be set back deep within the site, which it is claimed means it will not be visible from the street.
Ashby Road is a main road and a link between Scunthorpe and areas such as Ashby and Bottesford.
An application was rejected earlier this year in March for similar plans, however those plans named 253 Ashby Road as the domestic dwelling that would be made into offices.
That application was rejected by North Lincolnshire Council's planning committee, made up of elected councillors, despite planning staff recommending it was approved.
At the time, Councillor Stuart Wilson of the Kingsway with Lincoln Gardens ward, had said he wanted to plead with the committee not to grant permission, suggesting it would not be in keeping with the rest of Ashby Road.
Concerns were also raised by the owners of neighbouring property 251 Ashby Road.
In this new application, due to the potential loss of amenity to those residents, the plans ensure that the use of 253 shall remain as a domestic dwelling, and will not be used in connection with the care home in any way.
Another issue raised with the previous application concerned plans to put bins at the front of the property, in view of Ashby Road.
However, an alternative location has now been found out of view of neighbours for the rubbish bins.
Comments are welcome on the application on the North Lincolnshire Council planning website by Gresham Lodge until December 5 (Wednesday).

“Anybody who wants to work for this man should be cautious, the turn around of staff huge, he tends to get rid off his carers after six months and this confuses the residents (or service users). That why you wont find this Care Home on the councils recommended list.
Anyhow, he applied to extend it once and it got refused so same could happen again.”
