When the girl said she was due to meet her mum, the man, who was alone in the car, drove off up Barrow Road, heading away from the town centre.
Police described the suspect as "a mixed-race man, aged 20 to 30, with shortly shaved hair and a clean-shaven face".
Detective Sergeant Ivan Simms said: "It is not clear what the intentions of this man were.
"It is alleged he stopped his car and spoke to the young girl but he did not make any physical attempt to get her into his vehicle.
"I appreciate that due to other reported incidents in the Humberside area and nationally that people are very concerned about apparently suspicious behaviour such as this and I welcome parents giving the children advice about talking to strangers.
"However I would also urge people not to panic and to remember that North Lincolnshire is a very safe place to live."
Anyone with information is asked to call police on 101, referring to log 637 of October 13.

“Could be a groomer. Just have to be careful. Interesting to see what the man they caught in Hull looks like when they release a photo of him given the events in Scunthorpe the last two odd weeks.”

It a bit strange though how all of a sudden these suppose child car stalkers have come out the woodwork
obvious isn't it ? When our new "Police Executive Commissioner Criminal Catcher & Crime Reduction Operative" gets voted in they'll be caught - along with all the muggers, benefit cheats, drug dealers, drunks, car thieves, corrupt officials, etc etc
By Christmas all the scum in Lincolnshire will be locked up and it will have been £300,000 well spent”
