Residents win battle for parking trial

A TRIAL permit scheme in Brigg will be undertaken in a bid to ease parking problems for residents.

The Queen Street Action Group (QUAG) has petitioned North Lincolnshire Council to consider giving town centre residents in Brigg some priority for parking near their homes.

Currently parking problems are caused by non-residents taking up spaces outside residents' properties.

And following a meeting between the action group, residents and councillors, NLC has agreed to stage a trial permit period and will consider including the following five areas: Queen Street; Wrawby Street – from Cross Street to Queen Street; Bigby Street – from St Claire's Walk to Queen Street; Grammar School Road South and Bridge Street – from junction with A18 to pedestrianised area.

The step comes ahead of North Lincolnshire Council taking over the responsibility of Civil Parking Enforcement CPE from Humberside Police in early Spring 2010.

A spokesman for QUAG said: "A meeting is to be arranged before Christmas which QUAG, the town council and NLC officials will attend to discuss the identification of roads and the implications of the scheme."

Running a small-scale trial will give the council the chance to experience the different issues that residents' parking schemes raise, in a controlled situation.

Resident and QUAG spokesman, Ian Chambers, of Wrawby Street, said: "It's absolutely needed. Once NLC starts to takeover the Civil Parking Enforcement, where I park my car in the street every day, I will be subject to a £70 fine unless there is a residents' parking permit scheme introduced."

    “The survey question could have been worded much better.

    It implies that the permits will offer residents some sort of private car parking space outside their homes.

    The permits, however, are intended allow town-centre residents to park NEAR their homes without the risk of being fined for leaving their car for more than a hour, or so.

    Go to any town centre, on-street parking is a problem, but why should local residents be penalised for just living in the area.

    Other authorities have developed very successful permit schemes - they recognise that the quality of life of town centre residents needs to be protected and it lots of cases parking restrictions have evolved around people's homes - long after they have lived there.”

    “Brian, Ashby-This is in no way free parking. These permits will cost us money, just like they do for residents of Scunthorpe.

    Also there has been no free parking in Brigg car parks for many years now. This has made the problems worse for residents who have no other option but to use on-street parking facilities as spaces where we live is taken up by people who do not or cannot pay for parking.”

    “Matt-Albert Street. You should have received a QUAG flyer and newsletter, these were delivered along Albert Street myself, this has all our details on including our website address. We have identified that Albert Street has problems because there are no parking restrictions along the entire road. People often use this area for convenient free parking all day.

    “Parking on pavement & grass verges causing a problem?

    The usual offenders on Messingham Road and Ashby Road are the traffic police with their speed cameras, vans and motor bikes. Are the tickets issued legal?”

    Had tried earlier to send you details of QUAG's web-site - but comment has been moderated out - seems that ST don't like direct reference to web-sites - on reflection can understand why.
    However, Google 'QUAG Brigg' and one of sites will show web-site.
    For info - QUAG is/has compaigned for Albert St to have permits. Suggest you and similar folks join the group so your voice/concerns can be collectively heard.”
