Owner and manager Shaun Smith has spent £50,000 on getting the shop open and is creating jobs in the town.
He has taken on a supervisor on a 20-hour-plus contract and will also be taking on two apprentices.
Both of these have been organised through the Job Centre.
Mr Smith said: "I am quite hopeful that the store will be a success.
"I wanted to set up in Scunthorpe mainly for the footfall.
"I decided to set up the store after I was made redundant from my previous job.
"There is nothing else like this on the High Street at the moment.
"We hope to attract shoppers in time for Halloween, Christmas and the new year.
"I am good at my job and I thought: why not bring it to Scunthorpe?"
A celebration opening of the store will take place on Saturday, October 20. Staff will be dressed up in costumes on the day.
Mr Smith has experience of working in the party sector before.
He worked in Scunthorpe as the store manager for Birthdays seven years ago.
Mr Smith also used to work as the store manager for Pure Party – an offshoot of Clinton Cards in Hull.
Mr Smith said he has plans to expand in the future if the store is a success.
He said: "If it takes off in Scunthorpe, I would look to expand to Doncaster, Hull and Grimsby.
"I don't know what to do about opening on Sundays at the moment.
"I think if all the other shops in the town opened on Sundays, it would be beneficial."
The store will be open Monday to Saturday from 9am to 5pm.

Born 2 Party is located in The Foundry Shopping Centre at 48, High Street in Scunthorpe.

“Wise Owl would like to show our support for this new business venture. Its good to see buisnesses opening rather than closing, particuarly on the high street which needs this injection of life to bring in new visitors. In addition, we would certainly be interested in hiring out costumes to entertain our children i.e. when a special christmas guest comes to visit! :)”

“I wonder if they are going to hire out costumes? Lots of children's parties nowadays seem to have a visit from their favourite cartoon character i.e. Peppa pig or such like. Just a thought.”
