Mr Dakin said: "Town centre shopping continues to be under huge pressure as the recent announcements regarding Blockbuster and HMV demonstrate.
"The prolonged recession, the continuing growth of internet shopping and the further expected expansion of out of town shopping means that the council should use its role as community leader to ensure the best possible support for local businesses in these difficult times.
"I hope the council will take steps to learn from its current initiative with the Scunthorpe Telegraph by conducting an evaluation of its impact on footfall and turnover involving retailers and shoppers.
"This should feed into plans for helping the local economy in these difficult times.
"Failure to learn from what is going on will result in more businesses closing and a further deterioration of our town centres."
Readers can use a voucher printed in the Scunthorpe Telegraph to claim two hours' free parking at the Parishes multi-storey car park in Scunthorpe.
Another voucher, also printed in the newspaper, entitles people to park for free after 9.30am at weekends at other council car parks in Scunthorpe, Brigg and Ashby.

“I remember Mr Dakins vocal opposition to free parking in Brigg. Now he is raising petitions for free parking. When are we going to see these people for the self interested parasites they really are?”
