The Bigby Road building is close to the Monument (war memorial) roundabout, the busy A18 and the A1084, meaning it is passed every day by thousands of motorists.
Martin Robinson, of Somerby, has lodged the application for planning consent.
It is proposed that six people will be employed within the premises.
North Lincolnshire Council is welcoming comments on the application until February 14.
United Carpets traded from these premises until last month, following which the building was placed on the market for sale or rent.
