Some of the responses from Whitehall mandarins were brutal in that there was a lack of clearly articulated vision and leadership, internal cohesion and understanding of what ODPM does!

Hard to imagine, but even more damaging comments were to come from ODPM’s external stakeholders. “Pantomime horse. Lacking leadership. Rambling, disorganised.
Doesn’t push its weight”!
