I think 2007 was a wake-up call for local authorities nationally.
A lot of partnership work has been done since then, some of which has been about bringing investment to mitigate future risk.

It is about bringing together everyone who is involved and seeing how we can adapt to living with water.
For example, at the Kings Arm in York, the landlord even serves beer during floods, up to a point. He has moved all of his barrels to the first floor and has flood defences, and the tourists think it's brilliant. It is about adapting. If we put water barrels in every council house in Hull- and I am not saying we will – that could be one solution for making the water do what we want it to.
